The Agency

INTRODUCTION

1.0       OVERVIEW AND STRUCTURE OF KEBBI CONTRIBUTORY HEALTHCARE SCHEME (KECHES)

    1. Background

KEBBI Contributory Healthcare Scheme (KECHES) which is established by the Kebbi Contributory Healthcare Management Agency Law No 002 of 2018, is a system of pre-paid financing of health expenditure through contributions, premiums, donations or taxes paid into a common pool to pay for all or part of health services specified by the policy.

    1. Vision

Universal Health Coverage (UHC) for all residents of Kebbi State.

1.3       Mission

To ensure that all people and communities in Kebbi State have access to needed health services of good quality at an affordable cost without the risk of financial hardship linked to paying for care.

1.4       Motto

Mutual assistance and voluntary donation to access quality health care.

1.5       Objectives of KECHES

  1. Ensure that all people in Kebbi State have access to good healthcare services.
  2. Protect families from the financial hardship of huge medical bills.
  3. Limit the rise in the cost of healthcare services.
  4. Equitable distribution of healthcare cost among different income groups.
  5. Maintain high standard of healthcare delivery services with the scheme.
  6. Ensure efficiency in healthcare services.
  7. Improve and harness private sector participation in the provision of healthcare services.
  8. Ensure the availability of alternate sources of funding to the health sector for improved services
  9. Ensure equitable patronage of all levels of health care.

1.6       The Agency

The Kebbi Contributory Healthcare Management Agency (KECHEMA) was established in May, 2019 with sole responsibility of managing the Kebbi Contributory Healthcare Scheme (KECHES).

1.7       Functions of the Agency

i. The Agency is established to promote, regulate, supervise and ensure the effective administration of Kebbi Contributory Healthcare Scheme.

ii. Implementation of BHCPF and other similar programmes as may be assigned to the Agency by the Kebbi State government.

1.8       Departments of the Agency

The Agency has the following departments:

  1. Administration and General Services.
  2. Planning Research and Statistics.
  3. Standard and Quality Assurance.
  4. Programs.
  5. Information and Communication Technology.
  6. Finance, Supply and Investment.

1.9       FUNCTIONS OF THE DEPARTMENTS:

  1. Administration and General Services

The department is responsible for-day-to-day general administration of the Agency.

Specific functions include:

  1. Human Resources Management
  2. Maintenance
  3. General Administration

 

  1. Planning Research and Statistics

The department is responsible for defining the strategic focus of the Agency, planning, and measurement of impact of the programs and the entire Scheme. Specific functions include:

  1. Procurement and price intelligence
  2. Strategic Planning
  3. Annual plans and Budget
  4. Review of guidelines
  5. Research
  6. Monitoring and Evaluation (M&E)
  7. Health Account Unit

 

  1. Standards and Quality Assurance

The department is responsible for ensuring that all services provided under the Scheme are following guidelines for the provision of such services as provided in relevant national guidelines or service protocols.

  3. Enforcement and Compliance
  4. Marketing and Advocacy
  5. Monitoring and Evaluation in collaboration with Planning Department.

 

  1. Programs

The department is responsible for designing, coordinating, supervising and reviewing of all programs under the scheme based on actuarial studies and relevant policy guidelines

Specific functions include:

  1. Design of programs (Formal Sector, Informal Sector, Health Equity Programme etc.).
  2. Coordination of programs.
  3. Programme supervision.
  4. Periodic review of programs.
  5. TPAs Registration
  6. Registration and Enrollment in collaboration with ICT.
  7. Claims Management in collaboration SQA

 

 

  1. Information and Communication Technology (ICT)

The department is responsible for provision and maintenance of all information and communication technology of the Agency (Software and Hardware).

  1. Development and maintenance of the Agency’s database
  2. Software outsourcing
  3. Registration of enrollees.
  4.  Update and publishing of enrollee database and distribution to all registered service providers.

5.    Production of identity cards for enrollees.
